The Dedicated Commuter Lane will open at Zaragosa/Ysleta on November 23, 2005

1. When will the Dedicated Commuter Lane ope at Zaragosa/Ysleta (DCL Z/Y II)?
-The lane will be opened in two phases. The first phase of the opening of the lane will start on Wednesday, November 23, 2005. During the first phase, the lane will be open only Monday through Friday. The second phase will start once the technology and process used at the lane are working efficiently. It is expected that the second phase will commence two to four weeks from the first phase start date on November 23, 2005, but it depends on operations during the first phase.
2. What are the hours of operation for the Zaragosa/Ysleta DCL II?

3. Who will be able to use the DCL Z/Y II lane?
-DCL–Stanton and DCL-Z/YII users must first be enrolled in the Secure Electronic Network for Travelers Rapid Inspection (“SENTRI”) program of the Department of Homeland Security (“DHS”). No one will be allowed to use the new DCL Z/Y II lane, unless they are currently approved for use of the SENTRI program.
4. If I am not an approved DHS SENTRI program user on November 21, 2005, may I use the DCL Z/Y II lane?

5. How do I apply for the DHS SENTRI program?
- Please refer to the DHS Customs and Border Protection (“CBP”) website address at http://www.cbp.gov/xp/cgov/travel/frequent_traveler/sentri.xml for full instructions on what forms and documents are needed as well as the fees charged. 6. Do I need an appointment to submit my DHS SENTRI application?
-YES - To obtain an appointment, call the DCL enrollment center at (915) 872-3472 (Monday – Friday).
7. Where is the DCL enrollment center?
-The El Paso DCL enrollment center is located in El Paso at the Ysleta port of entry. The address is 797 S. Zaragoza Road, Bldg. A., El Paso, Texas 79907.
8. How long does is take to obtain an appointment to go to the DCL enrollment center?
-Approximately 2 to 3 weeks.
9. How long does it take to be approved for the SENTRI program after I submit my documents to the DCL enrollment center?
-Another 2 to 3 weeks.
10. Do you have more information about the DCL enrollment process for the SENTRI program?
-Please refer to the attachment DCL enrollment checklists, information sheets, and 823S form.
11. What if I am already an approved SENTRI program user and am currently approved to use the Stanton DCL – May I use the DCL Z/Y II on November 21, 2005?
-YES – If you have single use tickets or an annual RFID tag from the Mexican concessionaire for the Zaragosa bridge, Promofront.
12. Where is the Promofront office located and what are their hours of operation?
-As of Monday, November 21, 2005, the Promofront office will be located on the Cd. Juarez side of the Zaragosa bridge at:

Cd. Juarez, Chih. Mex

The hours of operation for the Promofront office are: 7:30 AM to 1:30 PM and from 2:00 PM to 5:30 PM, Monday–Friday.
13. To obtain the Promofront tickets/annual tag, do I need an appointment with the Promofront office in Cd. Juarez for processing?
-YES - Please call from the U.S. (011-52-656) 6-82-92-54 or (011-52-656) 6-82-92-49 for an appointment to obtain your tickets or annual tag.
When you call for the appointment, you will be told that you must first pay the fees required for the tickets or annual tag at the Bancomer bank office. Then you must bring the Bancomer receipt with you on the date of your appointment. Payments may be made at any Bancomer branch to the account of Promofront S.A. de C.V., account number 0448718210. During the first and second week of December, credit card payment options using Visa or Master Card should also be available for an additional fee of 2.5 to 3.4%.
For those applicants who already have the SENTRI lane port pass, they can request an appointment via e-mail to promofro@prodigy.net.mx. In this e-mail, the applicant must list: the registered DCL vehicle (type and licence number), the name of the applicant the e-mail address of the applicant for reply, the telephone number for contact use of the applicant, the name of the employing company (if applicable), and the type of payment intended (annual tag or per use).
14. What is the cost of the tickets or annual tag issued by Promofront?
-The annual tag is the same as the annual tag for Stanton. At present, the amount is 2,865.00 pesos for the annual tag. The per use tickets (which can be purchased in any quantity) are 19.00 pesos per ticket.
15. When will Promofront start accepting appointments to purchase the ticket or annual tag?
-November 15, 2005
16. How long does it take to get an appointment at the Promofront office?
-Normally, appointments can be obtained in one to three days from the day of the call to the Promofront office.
17. How long does it take to get the Promofront annual tag or tickets after the appointment at the Promofront office?
-Normally, if the applicant has their Bancomer receipt and presents the car to be used in the DCL Z/Y II lane with their DCL card issued by the Department of Homeland Security, they can be given the tickets or the tag at the time of the appointment.
18. If I have an DCL - Stanton annual tag from CAPUFE, do I have to obtain an annual tag from Promofront (assuming I do not want per use tickets)?
-YES - An annual user of both Mexican DCLs/Linea Express will have two annual tags on their vehicle.
19. What documents and forms must I complete to use the Promofront DCL/Linea Express II?
-At the scheduled appointment, the Promofront DCL/Linea Express II applicant: their DCL port pass, the vehicle with the DCL chip/sticker, and the fee for the tag or the tickets.
20. If I intend only to use the DCL F/Y II and I do not have the DCL-Stanton Mexican annual RFID tag, may I buy single use tickets?
-NO - The DCL Z/Y II user must have an annual tag for the DCL-Stanton, and if not, they must apply for an annual tag for the DCL Z/Y II. Thus, you can have two annual tags from the Mexican side, one for Stanton and one for Zaragosa, but you must have at least one annual tag to use the DCL Z/Y II. Those who have the annual DCL-Stanton Mexican annual tag, have a choice when they decide to use the DCL Z/Y II – tickets or annual tag. Those with a DCL Z/Y II annual tag though MAY NOT apply for single use tickets concerning crossing the Stanton DCL.
21. Wait – How many processes must I go through to be authorized by the U.S. and Mexico to use both DCLs here in El Paso/Cd.Juarez?
-THREE - First, an applicant must apply only one time with the DHS for SENTRI program. The U.S. process is the base application for either DCL. If the applicant then want to use both DCLs, the applicant must go through the DCL-Stanton and DCL Z/Y II process at two different locations in Cd. Juarez. (e.g. the Promofront office at the Zaragosa bridge and the CAPUFE office at the downtown/Lerdo bridge).
